Ordinance #2015-4, Section 105-296 (Adopted June 23, 2015)
A Certificate of Occupancy (CO) is required for the sale or resale of all residential properties in the Borough of Audubon, whether occupied or vacant.
The CO process includes:
- Interior Fire Inspection
- Exterior Property Inspection
A minimum of 15 business days’ notice is required to schedule inspections.
Failure to obtain a Certificate of Occupancy prior to settlement may result in fines imposed by both the State of New Jersey and the Borough of Audubon.
Required Inspections
Both inspections must be completed and approved before a Certificate of Occupancy will be issued.
Requesting a Certificate of Occupancy
The Borough works directly with the seller or the seller's agent only. Requests from buyers or buyers' agents cannot be accepted.

Fees & Payment
Inspection Fees:
- Exterior Property Inspection: $50
- Interior Fire Inspection: $25
Please note: Two separate payments are required.

- Exact cash
- Check payable to Borough of Audubon
Payments may be:
- Mailed
- Delivered in person
- Placed in the black vestibule lockbox (Attention: CO)
Scheduling & Timing
Please submit your request at least 15 business days before settlement.
- Inspection response times are typically 7–10 business days, depending on weather and workload.
- If violations are identified, required repairs must be completed and a re-inspection scheduled.
- Certificates of Occupancy are issued only after all inspections have passed and all requirements have been satisfied.
Commercial Properties
Commercial properties do not require a Certificate of Occupancy prior to settlement.
After settlement, the new owner must contact the Fire Marshal's Office to arrange the required inspection.

Important Information
Before a Certificate of Occupancy can be issued:
- All inspections must be passed.
- All required repairs must be completed.
- All liens and outstanding property maintenance charges must be resolved.
- Any open construction permits must be properly closed.
Certificates of Occupancy are valid for 90 days from the date of issuance.
